Many of the security challenges we face threaten to undermine the core tenets of liberal democracies. Internationally, a digital war is already taking place. In military parlance this is “competition below conflict”: deliberate efforts deployed to impair individual, corporate and government decision-making through corrupt, distorted, or false information campaigns. In recent years cyber interference from foreign actors in the domestic affairs of other nations has become public knowledge.
